Position Details: 

The Technical Manager acts as a trusted partner to CHIEF’s project managers, clients, and project teams. Our technical managers gather requirements at the proposal stage, respond to technical questions, consult with the team on project approach, and manage development and migration work. The technical manger also advises the project manager of project risks and their scope/timeline implications. In addition, the technical manager is responsible for performing quality assurance on technical tasks; following up on outstanding tickets; and consulting with both the development team and the wider project teams (including project managers, UX designers, designers, and strategists) to ensure that development projects are on track and that the development team has the information and resources necessary to successfully complete them. Responsibilities: Create project approaches to meet client requirements in tandem with designers, strategists, and UXers, in order to enable the project team to execute projects successfully Present recommendations to clients; meet with clients in-person and via phone; and document requirement outcomes for both project teams and clients, in coordination with the PM Define requirements on complex projects by meeting with client stakeholders; discussing needs; analyzing existing content to identify opportunities for technical solutions; and synthesizing feedback from clients, project managers, and other members of the project team Act as the client advocate internally on complex technical projects with significant development or migration requirements by evaluating proposed project approaches for compliance with client requirements Work with external partners, including hosting partners, to coordinate workflow and determine responsibilities early, developing an understanding of server architecture and security needs to guide the internal team Forecast the need for the involvement of the senior technical consultant and director of technology and coordinate with them as needed Coordinate multiple overlapping and simultaneous development processes, managing their dependencies and ensuring that proper technical tasks have been undertaken and completed Communicate dependencies that arise during development to project managers and work with other departments to work through them when necessary Manage the migration of development sites between environments and ensure that the project team and client are aware of which site (e.g. dev, staging) is the database of record Evaluate Requests for Proposals (RFPs), prepare scope-related questions, and write responses with oversight from the Senior Technical Manager and Director of Technology Manage maintenance and enhancement efforts by creating tickets, following up on outstanding tickets, and QAing development products to verify that tasks have been completed accurately Identify project risk factors, including development challenges, information gaps, and roadblocks, and work with the wider team to address them Requirements: Understanding of content management systems, with Drupal strongly preferred Understanding of the components of a web project lifecycle – migration, user interaction controls, custom development, site building, cross browser testing Excellent written and verbal communication skills Excellent organizational skills, prioritization skills, and attention to detail Strong analytical and problem-solving capabilities Ability to work on multiple projects in a fast-paced, collaborative team environment Ability to work independently with little oversight, while flagging issues that require director review Understanding of development process and technical project lifecycles Strong desire to learn and teach in a challenging and dynamic technical environment Past experience working on technical projects Skills Preferred: Content strategy background or development background strongly preferred Past experience working on Drupal projects Past experience as a project manager or project coordinator Past experience with proposal writing and editing Basic understanding of Section 508 compliance and accessibility best practices Other Requirements: 4+ years of experience in a development environment; 2+ years with Drupal (preferred) or WordPress U.S. citizenship Bachelor’s degree
